You see this principle with General Groves, who had to shift scale from von Neumann on nuclear science to the complaints of the secretaries about barren Los Alamos. You see it with Bismarck who one minute would be zoomed out to a very abstract view of European diplomacy and next minute zoomed right in to the most intricate time-sensitive details of an operation now nearly forgotten. People like this really really care about quality control and this is really really rare. This operational excellence is rarely valued or incentivized.
